This document is a formal “Notice of Imputed Concerns” dated June 16, 2019, authored by Andrew Morton Garrett as Managing Trustee for OenoViva Capital Resources and the Australian People Future Fund, addressed to “Regina” (Queen Elizabeth II). The notice asserts that Australian government bodies have admitted to vast financial liabilities and escalating indebtedness, reaching into the billions and trillions of dollars- inked to the monetisation of assets and secured International Bills of Exchange (IBOEs) held under trust structures. It details Andrew’s attempts to establish a Purchased Payment Facility with the Reserve Bank of Australia (RBA) to hold stored value for the benefit of the Australian public, as well as government interference that disrupted international banking processes, safe-keeping receipts (SKRs), and transactions with commercial banks such as ANZ, Commonwealth Bank, and the Bank of Canada.

Additionally, the filing includes multiple annexures detailing submissions made to the Royal Commission into the Finance Sector, alleging systemic bank misconduct, fraud, unjust enrichment, and regulatory failures by major financial institutions and government bodies. Proof that various legal, tax, and bankruptcy proceedings were brought against Andrew were brought as acts of defamation, an abuse of process, and a subversion of his human rights intended to frustrate the lawful monetisation of his assets and secure financial advantage by deception. Citing conflicts of interest, executive bias, and violations of the rule of law and separation of powers, the notice provides an opportunity for the government to address these concerns while formally asserting all legal rights.
