The Pearl
“The Pearl” is Andrew Garrett’s proposal to the Hong Kong government, for a business precinct designed to house an independent international court system run by the people, for the people, featuring courts and tribunals in every nation. Rather than relying on taxpayers, the right to effective remedy and this global judicial network are funded by the Better World Future Fund—a series of trusts holding assets that were lawfully reclaimed by Andrew Garrett, from corrupt corporations.
The project involves a 100-hectare harbour reclamation precinct highlighted by a 225-floor (approximately 1,100-metre high) vertical city on the Island side. This is paired with a corresponding Kowloon facility that houses residential units and a Private Gold Reserve Bank repository. The proposal incorporates extensive public amenities, including a Global Glasshouse, a world-scale aquarium, an Urban Winery, and the Pearl Skyway; a 24 km aerial cable-car corridor linking landmarks such as Victoria Peak, Hong Kong Disneyland, the existing Ngong Ping 360 system, and the primary and secondary project sites.
“The Pearl” is a A$150–A$250 billion strategic development proposal for Hong Kong, submitted in late June and early July 2026 by Andrew Morton Garrett on behalf of his family trust and OenoViva Capital Resources. Conceived as a preliminary, non-binding concept designed to be resilient to typhoon seasons, this privately funded project operates independently of government or taxpayer funding. The development is intended to be owner-occupied, employing individuals from both local and expat communities to serve as a year-round visitor destination, global business headquarters, and a living cultural heart for Hong Kong.
