Document AMG 5489(2) is a formal legal notice filed in the US district court of Colorado in March 2022, regarding the seizure of SWIFT (the Society for Worldwide Interbank Financial Telecommunication). SWIFT is the global network that over 11,000 banking organisations use to send secure financial messages. Through this document, Andrew Garrett shows that because SWIFT and its member banks have failed to follow the law or acknowledge massive debts, he has officially taken over as Managing Controller, having legal and lawful authority over the network’s assets and operations.

Andrew issued this notice to challenge fake Regulation and a total collapse of the rule of law within the international banking system. He proves that major financial institutions have been involved in fraud and grand corruption, using the system to block his (and others) legitimate banking interests and hide misconduct. By claiming control of SWIFT, Andrew seeks to force these banks to provide continuous full disclosure of their records and stop the illegal manipulation of the global monetary system.
