“The Pearl” is a proposal to the Hong Kong government to house an independent international court system run by the people, for the people. The Pearl is funded independent of governments. With courts and tribunals in every nation, and the right to effective remedy funded by the Better World Future Fund, not taxpayers. The Better World Future Fund is a series of trust that hold all of the money that Andrew Morton Garrett lawfully reclaimed from corrupt corporations. The Pearl is intended to be owner occupied, employing from local and expat communities.

The documents below outline an integrated development proposal for Hong Kong known as “The Pearl,” submitted by Andrew Morton Garrett on behalf of his family trust and OenoViva Capital Resources. The core of the project involves the creation of a 100-hectare harbour reclamation precinct featuring a 225-floor vertical city (approximately 1,100 metres high) on the Island side and a corresponding Kowloon side facility featuring residential units and a Private Gold Reserve Bank repository. The project is intended to serve as a long-term global headquarters and institutional precinct, incorporating extensive public amenities such as a Global Glasshouse, a world-scale aquarium, an Urban Winery, and a 22-24 km aerial cable-car corridor called the Pearl Skyway. This “Skyway” would connect major landmarks including Victoria Peak, the Primary and Secondary Pearl sites, Hong Kong Disneyland, and the existing Ngong Ping 360 system.
The proposals were formally submitted in late June and early July 2026 and are preliminary, non-binding concepts. The project is designed to be resilient to local weather, including typhoon seasons, ensuring it functions as a year-round visitor destination and a “living cultural heart” for Hong Kong. The project is a privately funded strategic capital project with an estimated value of A$150-A$250 billion.
